RE: TSS cut over

I am the Local Chairman for Local 1637. I am also the webmaster for our web site and all around high tech junky. I was apart of the mentor group on the PST roll out which was done very poorly. Not one thing was ever discussed on how to use the crew side of PST we were left to our own to figure it out.

Last year I was asked by JD Fitzgerald to attend meetings concerning the new Crew/Payroll System (TSS). At our first meeting in July 1997 in Denver I could see that the Santa Fe system fell very short of being acceptable. At the Denver meeting I gave Mr. Boldra a wish list of capabilities the new system should have.

In February 1998 we had a meeting in Fort Worth at this meeting it was announced that TSS would be rolled out.

Here we are one year later not one change has been made to TSS to provide us with the same level of information we currently have with PST. Mr. Fitzgerald is the only General Chairman that seems to have a problem with it. If you do have a problem with this, why are people from your committee helping the BNSF roll out this system?

I guess you people been out of the ranks so long that shortages and board run-arounds is not a problem.

If you can not be part of the solution please do not be the problem.

COMPUTER SYSTEM

  1. We do not want this system cut in till it is complete and ready to go
  2. Want dedicated printers just for payroll
  3. Who is going to maintain system?
  4. Want proper workstation.
  5. We want a transition time. So everyone is properly trained.
  6. Want to see a training class. Training after a person has been on duty 11 hours does not work. Would like to see training done with hands on and dummy timeslips.
  7. Need terminals and dummy timeslips for Training Coordinator to train new hires.

TIMESLIPS

  1. Arrival time and FTD start times. Without having to enter remarks
  2. Need route codes or mileage for all jobs so extraboard and new employees know proper claim.
  3. Need a spot to enter back to board times
  4. Why the need for remarks for simple pay codes and claims?

CREW MANAGEMENT SYSTEM

  1. Need a file to archive job bulletins.
  2. Advance lay off? File for the lay off book and access for local chairman
  3. Board snapshot. Placement and who worked and archived
  4. Snapshot for road jobs.
  5. Will there be home access?
  6. Will the voice system be improved? Need to show known vacancies for person not craft.

Mr. Fitzgerald,

I cut my trip to Fort Worth short. The BNSF did not want to pay lost earnings and I had to front over $2,000 in personal expenses.

The TSS Time Keeping and Crew System is going to be rolled out ready or not. Planned roll out for us is 4-14-98 I do not think you will be very happy with the system.

KNOWN Problems

  1. FTD claims want miles instead of time.
  2. No code 024 for training
  3. For our code 014 they have a code 25 for first meal, 07 for second meal and nothing for third meal
  4. For short crew 031 they say to use a code 32 which it would not accept but would take a different code.

After all the proper codes are entered and the claim submitted, the computer changes the codes back to the old format, as the system will not change until 1999 for the timekeepers.

If we are not sure of the proper code now, how do we know it will get converted back properly?

  • The Crew Management side of TSS to say the least it is not very user friendly.

    Other parts of the Crew System were not functioning but were told it would work when rolled out on the former BN.
    I wrote Mr. Mead over a month ago and asked about the new constructive codes but never got an answer.
    Mr. Fitzgerald over the last year we have had a never ending problem with payroll. As you know I have even wrote Mr. Krebs over pay shortages.

    In light of the current circumstances this Local Committee will not help in the roll out of this incomplete system.
    There is going to be lots confusion and the appropriate people should carry burden.
    I have not even addressed the Engineers that will be doing their own time-claims for the first time.
