Mr. Siegele,
We have had numerous incidents that leave me wondering if it is not the intentions of the Burlington Northern Santa Fe to cancel the Vancouver/Pasco ID Agreement.
You have received letters from John Fitzgerald concerning dead heading in conjunction with service. Since that letter things have degraded even more in regards to observance of schedule rules
September 3,1998 a crew was called out of Vancouver, WA from the Vancouver/Pasco Long pool to dog-catch a garbage train and handle back to Vancouver, WA and the call slip stated one or more dog catches.
I called the Oregon Chief Dispatcher and asked why this crew was being used for short turn around service. I was told that the person he relieved made that call and that call would stand.
As I am sure you are aware of Section 11 (c) of the Vancouver/Pasco ID Agreement.
Section 11(c) Long pool crews will not be called and used to perform work, wreck, hours of service relief, or short turn around service, except as provided in (a) and (b) above and will be relieved as soon as the individual(s) entitled to the service become available.
September 3, 1998 three {3} crews were called to dead head to Vancouver, WA from Pasco. When the crews got at the TY&E Building only one-crew shuttle was available for the dead head. The terminal trainmaster told the last crew that there was a train in the yard to work back on.
The engineer told the trainmaster that he was not prepared to work and would need a ride to get a lunch and coffee. Being that it was 10:00 PM and a working trip is twelve {12} hours and a dead head is four {4} hours this was not an unreasonable request. The Pasco Terminal Trainmaster and sent the crew back to the motel for rest.
Section 6.(a) When a crew has been called to perform service on an interdivisional run it will be run or deadheaded to the opposite terminal without fail, and there will be no intermediate tie-ups under any circumstances, except extreme emergencies.
While the crew was back at the motel two (2) trains ran-around the crew and three (3) dead heads, which you know the crew, need not be rested for a dead head.
Section 2 (c)Crews operating in this interdivisional service, who are not called in turn for this service, will be allowed one (1) basic day at the unassigned less than 100 mile through freight rate for each time they are runaround. Crews runaround shall retain their position on the board and will be entitled to restoration of turn under Section 2(f) of this Agreement.
When I called the Pasco Terminal Trainmaster to find out what had happened I was told that a Notice was going out that all crews that dead head must report ready for service. I told him that he really did not want to go down that road a notice like that would be in fact saying "all dead heads would be in conjunction with service and would be paid line miles"
The actions by the Terminal Trainmaster was done solely to show who is boss and to teach a lesson regardless of schedule rules.
