Re: Book of Rules Testing/ CBT Testing |
Dear Mr. Luther:
After much discussion and thought on the above referenced issues, I am of the opinion that CBT Rules Testing, as now proposed, is not functional. There are a number of conflicts that require resolution, including hours of service issues, pay issues in conjunction with the December 1, 1998, Agreement and verification of test subjects.
The purpose of rules testing is both to insure proper knowledge of the rules, but to also insure we have qualified people on the rails. I believe this is an area that needs much discussion and not one that will be or should be accomplished in a hurried environment.
To that end, I believe all General Chairmen involved need to be addressed jointly in order to come to common terms.
