This committee recently learned of an incident in Vancouver yard in which Yardmaster Wickstrom asked a pooi Conductor to line a switch for an inbound train going to the grain yard. The Conductor told Yardmaster Wickstrom that he was unable to line the switch account of the May 1993 crew consist agreement.
After the discussion between the Conductor and Yardmaster an Engineer went out and lined the grain train into the yard. I would also like to remind you how you gave this engineer a hat for the action he had taken.
Please note Section 7 of the May 1993 Crew Consist Agreement which states "In connection with the provisions of this article, no Carrier Supervisor, Official or NON-CRAFT EMPLOYEE (including yardmasters) shall be used to supplant or substitute in the exclusive work of any train or yard employee".
This committee finds your action in this incident is a unilateral change of the May 1993 Crew Consist Agreement and demand that you cease and desist from future and similar actions.
